CARCERI/OSAPP: AMMINISTRAZIONE PENITENZIARIA LATITANTE – DOPO IL TERREMOTO NESSUN AIUTO O FACILITAZIONE NELLE COMUNICAZIONI CON LE FAMIGLIE PER I DETENUTI ORIGINARI DEL MAROCCO
La latitanza istituzionale dell’amministrazione penitenziaria centrale non investe, purtroppo, solo l’organizzazione e la gestione del Personale di Polizia Penitenziaria, ma riguarda anche la popolazione detenuta – è quanto si legge in una nota a firma di Leo Beneduci Segretario Generale dell’OSAPP (Organizzazioni Sindacale Autonoma Polizia Penitenziaria) e che indica come: a seguito del disastroso terremoto nelle prime ore della mattinata odierna ci si sarebbe aspettati una qualche disposizione intesa a favorire i contatti e le comunicazioni con familiari e congiunti in Marocco per le svariate centinaia di detenuti di quella nazionalità presenti nelle carceri italiane.
Nulla di quello che sarebbe stato almeno auspicabile – prosegue il leader del Sindacato – anche in vista di possibili problemi per la sicurezza interna delle infrastrutture penitenziarie oltre per fini strettamente umanitari è stato, invece adottato, quale preoccupante indicatore del fatto che oltre al generale disinteresse di chi è lautamente retribuito in ambito penitenziario, in ragione delle responsabilità che andrebbero esercitate, durante i week end, prevalgono motivazioni più strettamente personali.
A nostro avviso – conclude Beneduci – è ogni giorno più evidente che, a fronte della crescente incidenza nella gestione del sistema penitenziario di errori, disattenzioni e della assoluta assenza di una qualche prospettiva o progetto di miglioramento, la Politica Governativa, anche in virtù del mandato ricevuto dagli elettori per una maggiore sicurezza della Collettività, non possa più trascurare l’urgente necessità di una completa riorganizzazione dell’Amministrazione penitenziaria anche attraverso il commissariamento del vertice.
