E in effetti siamo diventati il popolo più saggiato d’Europa, essendo forse quello che vota meno, quello che esprime perennemente un carico di disgrazie e di emergenze non risolvibile con il banale ricorso alle urne, e che si preferisce governare, via via, o con uomini della provvidenza o con uomini Rambo. Roba raffinata, che neanche l’immaginifico Orwell si era sognato di paventare.
Ecco spiegata la ragione del perché siamo diventati il Paese dei sondaggi; sondaggi settimanali e quotidiani, elettorali, politici, economici, fiscali, sanitari, scolastici, calcistici, etici, religiosi, militari, eccetera, eccetera.
Variante, questa, delle brioches di Maria Antonietta: il popolo vuole andare al voto? Allora rimpinzatelo di sondaggi. Meglio di niente.
E in questo, che sta diventato un nuovo campo sterminato nell’esercizio del potere, ci riferiamo infatti a un’arma del consenso apparentemente non dispotica, incolore, insapore e indolore – ma è solo una strampalata idea che ci passa per la testa – forse non sarebbe male che iniziassimo a pensare a un’autorità garante del Sondaggio.
Cerchiamo di spiegarci meglio.
Tutti ci rendiamo conto che chi sonda sta in alto, mentre il sondato (sondaggiato?) sta in basso. E come dice un vecchio adagio: chi affitta l’orchestra ha il diritto di far suonare la musica che vuole. Ma a tutto dovrebbe esserci un limite.
Un paio di settimane fa siamo rimasti colpiti, in un frizzante tg della sera, da una interminabile schierata di cartelli che riassumevano domande agli italiani (con relative risposte) sugli argomenti più disparati.
Un solo argomento non vi figurava: la giustizia; i rapporti fra politica e magistratura; la funzione della magistratura; lo stato del CSM e come porvi rimedio: la riforma Cartabia; ma si fa prima a dire che, dell’argomento, non si parlava per niente.
Come mai? Curioso, ne converrete.
Noi invece formuleremmo, a caso si capisce, le seguenti domande.
1) E’ favorevole al fatto che l’Italia modifichi il suo sistema giudiziario perché glielo chiede l’Europa?
2) Trova condivisibile che in assenza di questa riforma l’Europa tagli i contributi economici destinati all’Italia?
3) Secondo lei è giusto che il criterio della rapidità di un processo divenga l’unico arbitro per stabilire quali processi devono arrivare a sentenza e quali, invece, finire nel cimitero dei processi incompiuti?
4) Trova eticamente accettabile che l’ergastolo per chi ha commesso delitti particolarmente efferati o stragi, sia derubricato in libertà, con conseguente uscita dal carcere, pur in assenza di pentimento o forme di ravvedimento da parte dell’imputato?
5) E’ favorevole al fatto che una riforma, su argomento tanto delicato, sia il risultato “autistico” delle decisioni di una ministra che, quasi per principio, non fa mistero del fatto di volere tenere fuori dalla porta tutti quei magistrati che hanno espresso riserve, perplessità, se non autentica contrarietà rispetto al suo disegno riformatore?
6) Trova spiegabile che tutti i partiti, nessuno escluso, tengono la bocca cucita pur di non disturbare la manovratrice?
7) Trova spiegabile che la stragrande maggioranza di telegiornali e televisioni, schierati a fianco di Draghi, stiano facendo di tutto per tenere all’oscuro la popolazione sul tema giustizia e – di conseguenza – per mettere al riparo da possibili critiche alla Cartabia? Crediamo di aver reso l’idea.
Semplice promemoria, abbiamo inteso stilare, per lor signori che hanno affittato l’orchestra.
Ma statene certi, questa è musica indigesta che gli orchestrali non suoneranno mai.
A meno che.
A meno che non sia la stessa Marta Cartabia, ministra della giustizia, a volersi dimostrare erede dello spirito dei nostri Padri Costituenti, sollecitando gli italiani a dire la loro sulla sua riforma. Insomma: un sondaggio su sua richiesta.
E con questa postilla: se gli italiani fossero favorevoli, mi candido per il Quirinale, per prendere il posto che sarà lasciato vacante da Sergio Mattarella, attuale capo dello Stato; diversamente, se dovessi ricevere una sonora bocciatura, mi impegno a farmi da parte, persino da ministra della giustizia.
Che idee strampalate che ci passano per la testa.
Ma mai dire mai.
