Nel tardo pomeriggio di ieri 11 novembre 2023, presso la casa circondare di Cuneo, alcuni detenuti ristretti al reparto isolamento hanno messo letteralmente a ferro e fuoco il reparto distruggendo completamente le celle; hanno anche appiccato un incendio. L’immediato e professionale intervento dei poliziotti penitenziari intervenuti in forze che ha rischiato la propria incolumità ha evitato il peggio. Alcuni detenuti hanno addirittura mimato il tentativo di impiccarsi con cappi rudimentali ricavati dalle lenzuola costringendo all’immediato intervento il Personale di Polizia Penitenziaria. Un Agente è rimasto intossicato ed è stato trasportato con l’ambulanza al pronto soccorso dell’Ospedale di Cuneo. Anche un detenuto è stato trasportato all’Ospedale per le necessarie cure poiché nel corso dei danneggiamenti si è auto ferito.
Dichiara Leo Beneduci Segretario Generale OSAPP – Organizzazione Sindacale Autonoma Polizia Penitenziaria – “Quanto accaduto è di una gravità inaudita e la situazione nel Carcere di Cuneo come quella della altre carceri del distretto del Piemonte è esplosiva e potrebbe portare in ogni momento ad eventi irrecuperabili mentre gli istituti di pena dell’intero territorio nazionale sono vere e proprie polveriere pronte ad incendiarsi al minimo problema. E’ quindi logico affermare che il generale peggioramento delle condizioni delle carceri italiane e che penalizza il Personale in particolare del Corpo e la stessa utenza tanto da rendere inefficace se non addirittura criminogena l’intera gestione del sistema è da ascrivere all’inesistenza di reali progetti per una efficace politica penitenziaria nonché agli errori dell’attuale Governo che ha addirittura mantenuto al proprio posto figure che già avevano manifestato gravi carenze con il Governo della sinistra quali l’attuale capo del Personale del DAP(Dipartimento Amministrazione Penitenziaria) che non è stato in grado né di fornire risorse organiche adeguate agli istituti di pena di maggiore rischio né di fornire strumenti di supporto e protezione adeguati per gli addetti del Corpo (neanche capace dopo 6 anni dalla norma di aggiornare le insegne delle uniformi del Corpo). Sollecitare l’avvicendamento delle figure inadeguate e inamovibili presso l’Amministrazione penitenziaria centrale da almeno un quinquennio quale caso unico e realmente “sospetto” nel panorama delle Forze di Polizia italiane (sic!) nonché il completo rinnovamento dell’organizzazione e delle prospettive del sistema penitenziario italiano con il potenziamento del ruolo e delle funzioni della Polizia Penitenziaria anche ai fini dell’effettiva risocializzazione dei ristretti risulta il primo e principale messaggio che il Sindacato deve trasmettere alle Autorità politiche del Dicastero della Giustizia e del Governo pena conseguenze di inimmaginabile gravità non solo per le carceri ma per l’intera collettività nazionale.
